Does changing the sending service update every installed app?
No. Device registration and app-version behavior still matter. Keep the previous route available until the intended installations can receive and open the new notification.
Is a delivered notification a completed customer action?
No. Test the tap destination and measure the task inside your application. Permission, transport, presentation and task completion are separate steps.
