Rules & regulations
Use this recorded country reference to prepare your launch. Requirements can depend on message purpose, sender type, network and recipient location; confirm the applicable rules before sending.
Spain’s regulator (CNMC) requires every alpha Sender ID sent to Spanish numbers (+34) to be registered in the national Alias Registry. Each Sender ID must be registered separately, and Sender IDs are case-sensitive. If your alpha Sender ID is not registered, your messages can still be delivered, but they will be sent from a long code (numeric sender) instead of your brand name.
What you need to access the CNMC portal:
- A qualified digital certificate issued by the Spanish government, or
- An eIDAS-qualified digital certificate issued by an EU country.
If your company is based outside the EU (for example, in the US) or doesn’t have one of these certificates, you have three options:
- Let Bird register for you. Sign Bird’s Letter of Authorisation (LOA / carta de autorización) and upload it in this submission, with your business registration document and proof of your right to use the Sender ID (for example, a trademark certificate). Bird will then register the Sender ID in the CNMC Alias Registry as your authorised representative. You can ask the CNMC LOA template from Bird to provide.
- Appoint your own representative. Choose a representative in Spain or one of the countries above who holds a valid certificate. They need a notarised power of attorney, with an apostille, that authorises them to act for your company. We recommend asking legal counsel to help you set this up.
- Send from a long code instead. If you’d rather not register, you can keep sending to Spain from a long code instead of alpha sender ID. No registration is needed for numeric senders.
Steps to complete if you register yourself (or through your own representative):
Go to the CNMC Alias Registry form at https://tramites.cnmc.gob.es/formulario/213/ and log in with your digital certificate. Register your Sender ID and select Bird B.V. as your provider (PRO). If your Sender ID is already registered in the CNMC Alias Registry through another provider, do not register it again. Use the “Alias Modification” option to add Bird B.V. as an additional provider. CNMC will send a verification email to the representative’s email address. The registration must be approved in the portal within 10 business days, or it will not be completed. Once CNMC confirms your registration, upload the proof of submission (justificante) or approval in this submission. We need it to verify and activate your Sender ID on our end.
Registration with CNMC is free. Numeric senders (long codes and short codes) do not need to be registered in the Alias Registry. For more details, see the CNMC FAQ: https://sede.cnmc.gob.es/tramites/telecomunicaciones/gestion-del-registro-de-alias
