Create a dedicated IP purchase

Purchase one or more dedicated IPs into an IP pool. The first purchase creates a dedicated pool automatically; later purchases require ip_pool_id. This paid organization-level action can require a wallet top-up.

Build the request from flags, a JSON DedicatedIPCreate body via --body-file ("-" reads stdin), or both — a flag overrides the matching body field. Run --example to print a ready-to-edit body, or --dry-run to print the resolved request without sending it.
