Suppression is category-dependent: a marketing send is blocked on every reason, while
transactional mail still delivers through complaint and unsubscribe entries. Records
usually come from a bounce, a complaint, or an unsubscribe, so removing one restores
marketing delivery to someone who opted out.
Reads return JSON; list is paginated. Destructive commands require --yes.
