A number carries the state WhatsApp reports for it: its status, quality rating, its
portfolio's messaging limit, and the rate it may send at. WhatsApp throttles and refuses
on that state, so it is where a number that stopped working is diagnosed. Connecting one
you already hold ends in a browser, at finish_setup_url.
Reads return JSON; list is paginated. Mutations take flags and/or a --body-file JSON body (flags overriding); run --example to print the body shape or --dry-run to preview the request. Destructive commands require --yes.
