Why can a WhatsApp Business Account or number stop sending?

A WhatsApp number can stop sending because Meta limited its volume, restricted its quality or policy access, or banned the number or Business Account.

When a WhatsApp send stops, first separate a volume limit from a restriction or ban. They have different causes and different recovery paths.

What is the difference between a rate limit, a restriction and a ban?

Meta also reports a quality rating for a number. Blocks, reports and other recipient feedback can lower it. A low rating limits eligibility for higher messaging capacity; it is not the same thing as a ban.

What do Flagged and Restricted mean for a number?

flagged and restricted are operational states that Meta reports for a connected number. They belong to the number's WhatsApp state, alongside quality_rating, messaging_limit and throughput_level, the field for permitted send speed.

The state tells you that Meta has placed a condition on the number. It does not, by itself, tell you whether a particular send will pass. Read the quality rating, messaging limit and throughput fields together, and check the message outcome for the request.

Meta's quality guidance links low quality to reduced messaging capacity. A restriction can therefore reduce who the number may reach or how much it may send without being a permanent ban. Do not treat a Flagged or Restricted label as proof that the number is deleted or permanently disabled.

What does a ban look like?

Meta can ban a phone number or a WhatsApp Business Account for violations of its Business Messaging Policy or Commerce Policy. Meta says it uses reports, business-account information and registration data to detect violations in its violation-detection guidance.

Bird reports a banned number with status: banned. A banned number is terminal in Bird's next actions: no Bird operation can undo the state. A Business Account carries a separate ban object when WhatsApp announces an account ban. Its state is scheduled_for_disable or disabled. Bird can include an appeal_url for Meta Business Support when it knows the business portfolio that owns the account.

That account-level ban is different from a message failure. A message can fail because Meta refused a request, or it can be rejected before dispatch for a Bird-side condition. The failed-versus-rejected explanation distinguishes those events by their error details. A normalized rate_limited error describes throttling; it does not prove a ban.

What can I do when sending stops?

Start with the state that Bird and Meta report:

  1. Read the number in Bird and check status, quality_rating, messaging_limit and throughput_level in the WhatsApp number operation.
  2. Read the message event and error together. Keep meta_error_code and its description for a failed send.
  3. Open WhatsApp Manager and inspect the number under Phone numbers.
  4. If Meta shows an account or policy issue, open Business Support Home and use the review option Meta provides.

Fix the underlying consent, content or account information when the issue identifies one. Keep the WhatsApp opt-in and policy requirements in place while you do so. Retrying a banned number does not remove the ban. Changing the Bird request cannot override a Meta restriction.

Who can change the state?

Bird can read the states Meta reports, preserve the message error and provide an appeal URL for a known Business Account ban. Bird cannot approve a review, remove a ban, change a quality rating or raise a Meta messaging limit.

Meta decides whether to reverse a restriction or ban. Its review tools show the available action for the specific issue. The WhatsApp Business app help article says most account-ban reviews finish within 24 hours. That scope does not promise a timeline for the Business Platform. Use the status shown in Meta's support tool as the source of truth.

If Meta restores the number or account, read it again in Bird before resuming sends. A successful API request still does not replace a delivery result.

    It limits how much the number can send in a period; it does not by itself mean a policy violation.

  2. A restriction controls access.

    Flagged and restricted states reflect a quality or account condition that can limit sending.

  3. A ban is a Meta decision.

    A banned number or account cannot send until Meta reverses the decision, if it offers review.

  4. Bird cannot lift a Meta state.

    Bird can surface the state and Meta's appeal link, but the review belongs in Meta's support tools.
