When is a WhatsApp message charged?

Pricing depends on the recipient's country and message category. Bird charges its send fee during processing; the applicable Meta share is recorded from a delivered or read receipt. Why does the message category matter?

How does the customer service window affect pricing?

Does a zero Meta fee mean the message is free?
A zero Meta charge does not by itself remove Bird processing charges. Review both components and your account agreement before estimating the total.
