Only relevant to organizations with several workspaces, or one left with a single workspace that kept a workspace limit after a deletion, which still applies. List every rate-limit policy for any workspace in the organization: the shared organization limit, the workspace's own limit and its expiry, whether usage has been measured for long enough to set a new limit, and remaining capacity in the current window. A new limit also needs several workspaces.
