bird preferences

A preference is a stated consent grant or opt-out, keyed by channel and handle (an email address or phone number). Statements are ordered by when they were made: an out-of-order write answers applied:false, and a person's own statement can only be replaced by their own opt-in, never deleted.

Reads return JSON; list is paginated. Mutations take flags and/or a --body-file JSON body (flags overriding); run --example to print the body shape or --dry-run to preview the request. Destructive commands require --yes.
