What to do
The template exists but cannot send in the language you asked for, either because it holds no copy in that language or because WhatsApp has not approved one. Read the template and send in one of its available_languages, or add and submit the language first. If you named no language, or the template is set to on_missing_language fallback and still refused, its default_language is one WhatsApp has not approved: point the default at a language in available_languages. On fail, only the language you name or a broader form of it is tried, and a sibling variant is refused.
