What to do
Onboard an agent on the number first, in the dashboard or with bird whatsapp agents create, then retry. A number that has never been onboarded, and one whose agent was deleted, both read as having no agent. The dashboard's Agents page, or bird whatsapp agents list, shows which numbers carry one.
