A template cannot be deleted while a broadcast is scheduled or waiting to start, because
those two have not pinned their content yet. This is the reverse lookup that names them.
Canceling clears either status; repointing at another template works only while it is
scheduled, because an accepted one refuses an edit.
Reads return JSON; list is paginated.
