This number cannot be the emergency number of a trunk. It must be a number in this workspace, from a supplier that offers emergency calling, in a country where we offer it, with the emergency service pending or active, and with inbound routing configured.

What to do
Pick a number that meets those conditions and turn on emergency calling for it. Set its inbound route, then use its voice number ID from the voice numbers list when naming it on the trunk.
