WhatsApp only lets an Official Business Account create groups, and this number is not one.

What to do
WhatsApp grants Official Business Account status to a number whose business portfolio it has verified and whose display name it has approved, and only after the business has been on the WhatsApp Business Platform for 30 days. Request it in WhatsApp Manager on the number's profile, with two-step verification enabled. The decision is WhatsApp's alone: we cannot approve or accelerate it, and a refusal has to wait 30 days before it can be asked again. GET /v1/whatsapp/numbers reports the status per number as is_official_business_account, so read it there and create the group on a number that holds it.
