Number quality and messaging limit
Meta reports a quality rating for each business number and a messaging allowance shared across the business portfolio. Those answer different questions: how recipients respond to a number's messages, and how many unique people the portfolio can contact outside an open customer service window.
Where to find the current readings
Open WhatsApp > Numbers and select a number. Its WhatsApp status section displays the values Meta has reported:
- Quality rating: High, Medium, Low, or Not rated. Bird marks Medium and Low as a risk to investigate.
- Messaging limit: the reported allowance per 24 hours. The portfolio shares this allowance across its numbers.
- Send rate: the reported throughput level for this number, which is separate from the portfolio's recipient allowance.
Fields can be absent until Meta reports them. Bird refreshes connected numbers periodically, targeting snapshots older than an hour. Failures, retry delays, and backlog can make a reading older; use WhatsApp Manager when a current provider decision matters to your launch.
Bird-managed numbers normally omit these cards. Their account is managed by Bird; the account limits become part of your operating plan when you connect a number of your own.
Understand the quality rating
Meta uses recipient feedback to assess message quality. The API values map to Bird's labels as follows:

A rating does not identify the cause by itself. Review the number's activity history for recorded quality and limit changes, and inspect the reasons Meta makes available in WhatsApp Manager. Compare the timing with your campaigns, permission records, message frequency, and template content. Recorded activity can help explain a change; it is not a complete history of every provider decision.
Template quality and number quality are separate. Check the status of each template language before sending. A paused or disabled language is unavailable even if the number's own rating looks healthy. Template guidelines explains the relevant content and approval checks.
Understand the messaging allowance
The messaging limit applies to unique recipients contacted outside the customer service window over a moving 24-hour period. Sending several eligible templates to the same person does not create a new unique recipient each time. Messages inside an open window do not use that outside-window allowance.
All numbers in the same business portfolio share the allowance. Do not add together the displayed limit from each number when planning a campaign: one number can consume capacity that the others also need.
Read the portfolio's current limit and scaling requirements in WhatsApp Manager. Starting tiers, eligible verification paths, usage requirements, and upgrade timing are controlled by Meta and can change. Meta's messaging-limit reference describes the current rules.
Plan an increase
- Check the current portfolio allowance and the requirements Meta shows for increasing it.
- Complete the requested business verification or other eligible scaling steps.
- Review recipient feedback and template quality before expanding the audience.
- Wait for Meta's decision and confirm the new allowance before scheduling volume that depends on it.
Completing a verification step does not guarantee a higher limit. Keep the send plan within the allowance actually reported for the portfolio.
Keep the audience and content healthy
Follow the WhatsApp Business Messaging Policy, collect permission for the messages you intend to send, and make it easy to stop them. Keep content relevant to the recipient and reduce frequency when engagement or feedback deteriorates. Diagnose opt-in complaints before adding more recipients.
Send rate is a separate constraint
The Send rate card reports the number's throughput level. The current Bird dashboard renders Meta's standard level as 80 messages per second; other reported values appear by their label. That display is not a measured throughput result or a reservation of capacity for a campaign.
Check Meta's throughput reference and the number's current eligibility before planning a higher rate. Recipient, template, account, and API restrictions still apply even when the number has a higher throughput level.
