Switching off a keyword rule's reply has to be confirmed.

What to do
To send no reply, set reply to null and confirmed_self_managed to true together. Bird records that you send this reply from your own system, which is what it points to if a carrier asks why no reply went out. Do not set confirmed_self_managed when you are also setting a reply.
