Why is my WhatsApp business limited to 2 phone numbers
Meta lets an unscaled business portfolio register two business phone numbers. Your third number's status reads Failed and the reason is business_verification_required. WhatsApp linked the number to your WhatsApp Business Account and verified that you control it, then refused to register it because the portfolio that owns the account is not verified. In WhatsApp Manager the number shows as Pending.
What counts toward the cap
The cap belongs to the business portfolio, not to one WhatsApp Business Account and not to Bird. Numbers the portfolio has registered elsewhere, with another provider or on another of its accounts, occupy the same two places, so a portfolio that reached its cap before you came to Bird refuses a third number here even though your Bird workspace looks empty.

How to raise it to 20
Verify the business with Meta. Follow WhatsApp business verification; Meta reports a decision in as little as 10 minutes and takes up to 14 business days. A verified portfolio registers up to 20 numbers.
Verification is one of three paths Meta offers for scaling a portfolio, and the other two are a partner-led verification your provider has to run and a record of quality messaging. Those paths do not all unlock the same capabilities: Meta says access to some post-scaling features depends on the path taken, and it does not commit to the higher number cap for the quality-messaging path. Scaling a portfolio also raises how many people you can start a conversation with, from 250 to 2,000 unique customers every 24 hours. Reaching it does not block a new number, and this error does not mean you reached it.
How to retry the number
Clear the refusal first, by verifying the business, by freeing one of the portfolio's registered numbers in WhatsApp Manager through removing or deregistering one you no longer use, or by resolving the issue Meta has open for the portfolio in Business Support Home. Then open the number under WhatsApp > Numbers and choose Try again. Bird asks WhatsApp to register the same number on the same account again. You do not have to verify the number again, and there is no waiting period between attempts. If Meta still refuses, the number keeps this error and you can try again after changing something else on the portfolio.
Change something on the portfolio before each retry rather than pressing repeatedly. A number's registration attempts are limited and every Try again spends one, whether or not WhatsApp accepts the call. Once they are gone the number fails with registration_attempts_exhausted instead of this error, and that does not clear by waiting. Contact support to recover the number.
What not to do
Do not delete the number from Bird and add it again. Deleting sends the number back through pre-verification, which asks Meta for a new code, and repeated code requests can lock the number for hours. Try again asks only for the registration that failed, and leaves everything already accepted alone.
