What to do
A Bird-managed template sends from Bird's own WhatsApp registration, and that registration does not carry authentication messages to this country. Send from a number you connected yourself, using a template you authored on your own WhatsApp Business Account. Verify reaches this destination too: when WhatsApp cannot carry a passcode it moves the session to the next channel in that country's routing, so a verification needs no change as long as another channel is enabled there.
