This profile is read and written at WhatsApp on each request rather than from a stored copy, and a new profile picture is first read from your media library, so an outage or throttle at either makes it briefly unavailable. Retry in a few seconds. If you were changing the profile, read it back first: a change can have been applied at WhatsApp even though the response could not confirm it.
