The recipient is not one this operation accepts. A phone number uses the international format with a leading plus, for example +14155550100, and a business-scoped user ID looks like US.13491208655302741918. The message endpoints additionally accept a WhatsApp group ID, for example wag_01krdgeqcxet5s7t44vh8rt9mg, which no other operation takes.

What to do
The request body parsed, but one or more values are invalid. Read the details array: each entry names the failing field (param, a dotted path like to[0].email) with a human-readable reason. Fix the named fields and retry.
