Onboard an agent on one WhatsApp number. The agent starts turned off and answering nobody, so nothing a contact sees changes. A number WhatsApp has not found eligible is refused with a 412, and so is an account whose business AI terms are outstanding; each carries the step that resolves it. A number that already has an agent returns it with a 200. The agent is pending while WhatsApp prepares it, and changes to its settings and lists are refused with 409 until bird whatsapp agents get reports ready.
