What to do
WhatsApp allows free-form content only within 24 hours of the contact's last message, and Bird tracks that window per business number and per identity the message carried. If the contact wrote recently, reply to their message's from, by bsuid when it carried no phone number, from the number it reached, its to. Otherwise send an active template.
