Opens the template's editable draft, seeded from the newest submitted version. A template has at most one open draft, so this is safe to call when you are unsure: it returns the existing draft rather than opening a second one. Read the template's draft_version_id first to skip the call. The draft is where every content edit lands, and nothing reaches WhatsApp until the draft is submitted.
