requirements says what the carriers ask for and what you have already supplied, and a
draft is filled in over as many update calls as you need. Submitting is not here: it
hands the dossier to the carrier for a non-refundable fee, so a person authorizes it.
Reads return JSON; list is paginated. Mutations take flags and/or a --body-file JSON body (flags overriding); run --example to print the body shape or --dry-run to preview the request.
