Switching off a keyword rule's reply has to be confirmed.

## What to do

To send no reply, set `reply` to null and `confirmed_self_managed` to true together. Bird records that you send this reply from your own system, which is what it points to if a carrier asks why no reply went out. Do not set `confirmed_self_managed` when you are also setting a reply.
