The waba is not a WhatsApp Business Account this workspace can author templates on.

## What to do

Author on an account this workspace has connected. GET /v1/whatsapp/business-accounts lists them; a template can only be created on an account that has at least one connected number, because the account's own credentials are what submit the template to WhatsApp.
